Staff in office tend to be abrupt - landscape is slipping

Everything is leaking - major plumbing repairs everywhere - always shutting off water and asking us to be patient. Landscape used to be lush but now it seems like the sidewalks get more water than plants - and trees were trimmed at wrong time of year. My apt was immedicately hotter.
