Its been ok the noise is more because of dogs constantly barking and people with loud music

I've lived here for four years & the size & location of my apartment is great however rent has gone up each year yet there are no upgrades in my apartment. The sink is outdated the stove is & definitely the dishwasher. I'm loving the outside improvements but what about the I side of the apartments?
