Neighbors smoke and make my unit smell

Downstairs neighbors smoke indoors and make my unit reek like smoke. Spoke with management dozens of times and the issue persists. Weak enforcement of lease agreements (no smoking indoors) and it’s frustrating. Literally have to open windows in the middle of winter to air out my apartment. It’s upsetting that something that so blatantly violates the lease terms is ignored.
