One, to many, complaining of the same issue.

04-25-2020 approx 8:30 I was awoken by the sound of barking. I then heard the voice of tenant 215 saying, “yah (sic), bowlee (sic), bowlee (sic), bowlee (sic)... (pause)... GOOD MORNING NEIGHBOR!” Then proceeded to laugh and said something unintelligible. Shortly after, she began to burn some herb, for it smelled pungent and sweet (I sleep with the window opened). This person enjoys the drama of her antics; she enjoys harassing people, even more so, knowing that that she doesn’t face any repercussion. A few weeks back, I spoke with a rep from HUD (concerning tenant 215 antics, et al) among the advice given was to open communication with BRE and the Dept of Corporations.
