Noisy Residents

There appear to be large parties once every few months on the opposite side of the street. people have their car radios on full blast when dropping people off between 11pm - 1am at night, I still haven't gotten my blinds yet all my neighbors have had them installed, I am still missing a screen in one room's window, and we have yet to get mailboxes installed.
