Great move in, tons of electrical issues, dog poop issues

I moved in roughly 2 weeks ago and since I have moved in my power has been either off, flickering, or for a decent amount of time on. They sold me an apartment I can almost guarantee they knew about these issues and I’m getting sick of it. Not to mention someone lets their dog out without a leash to poop wherever it wants
