Faulty construction

I and others in my building are experiencing water damage. The water is coming in over large window. Every time someone come over the issue is spackle d over. The window needs to be reset and sealed. Now I am looking at a possible mold problem. The drywall around the window is all jacked up. Can we get a contractor that can do the job right. This should not be happening this building is new!!!
