Car horns and Yip Yip Dogs, over 9000 noise complaints

I leave constant noise complaints about neighbors blowing their car horn at 7AM to draw their kids out of their house, and having constant Chiuaua barking. A pitbull attacked me ON MY OWN PORCH and the property manager took the dog's side, and when I clarified that if the dog had bit me, it would be put down and I would be litigating their renter insurance, the manager said "You don't have to make threats". She confirmed that she herself OWNS pitbulls so she is biased clearly, and the lease CLEARLY STATES that Pits, Chiuauas and Rotwillers are not allowed on the property. But so they are. This leasing staff would be more useful if they were an answering machine on a mud farm in India. Soon enough they started dodging my calls and acting like I was the a-hole for daring to have an issue and expect a WRITTEN NOTICE of noise violation to be handed out for such behavior. Parking lot is filled with potholes and the neighbor kids are some of the dumbest I have ever experienced. They will play volleyball in the center of the road and give you a dense look as you drive towards them when there are entire soccer field amounts of green space ON PROPERTY. The inside is maintained like Soviet Russia. Were the painters allergic to Tape or something?? A kindergartener should be ashamed of the paint job on the inside. The entire property looks poorly run, and with no availability to find "peace and quiet" (according to the website) what more am I supposed to say?
