Maintenance doesn't complete work in a timely fashion

have been here for over 10 years. The new staff keeps changing in the past year to date. Supervisors have changed in the past few months drastically. Paperwork I have submitted was lost and I was sent letters saying I wasn" complying by not turning in paperwork .
