Noise Complaint

Good Evening! I am planning to follow this up with an email that has attachments. The neighbor under me in unit 2N is extremely obnoxious and extremely inappropriate times of the day. I understand cultural differences but there should be an understanding that you respect the individuals around you and yelling at the top of your lungs is not necessary. This has been occurring since I moved into this apartment and I have documented every single account. He as done this at 6am, he has done this at midnight on a work night while I am sleeping. It has gotten to the point where I can't take naps on the weekend. I have to turn on music or have my tv a heightened volumes to drown him out. I hate having to do that because I don't want to bother the neighbors I have around me. It is not fair that I can't even enjoy my space regularly without being disrupted or woken up. I am a woman and I live in the complex by myself, I do not feel comfortable enough going downstairs to knock on this door. But his voice echoes throughout my apartment, as if he is in the same unit or room as me and it is frustrating. If we cannot get this sorted out I will begin making noise complaints regularly because at this point it is out of hand. This should not be occurring, I have never experienced anything like this before and I cannot hear anyone else except for him!

There is never anywhere close to park. Sometimes I park blocks away. My upstairs neighbors are very noisy all hours of the day and night.
