Why are we asked to pay utility bill seperate from the rent?

I like the location because it's close to work but I hate that it's not under rent control. They hike the price up 5% every time you go to renew the lease...last year they increased the covered parking to $50 (from $35) without any justifications. For me, it's getting close to the point that location is no longer a factor for me to stay if the price gets any higher.

It has been a nice place to live. I have only been hear two months and I like its proximity to my work. Would like to be issued small remote controls for the gates and keyless doors to building.
