Community is very good, but maintenance is very bad especially in winter time. Snow won’t be cleaned on the roads

My Upstairs neighbor is excessively loud during quiet hours. He or She paces loudly about my head in the bedroom waking me up out my sleep at all times during the night. I wake up at 2a to go to work and can't sleep because of this. It needs to be addressed.
