Good place to start a home

I've been living here for a month, there's a lot of walking distance entertainment like restaurants, bars, gym, etc. Its next to the train station and bus stop. Friendly and welcoming staff.

Living unaware

We have no idea what is going on with the building and no one communicates to the residents letting them know what the obvious issues and changes are happening to the building in real time. Alarms are going off throughout the night waking up sleeping children. Water is dripping from the ceiling with no verbal notice of attention before or after. My tub is running brown water. I haven't had my yearly carpet cleaning in 2 years and I have no way to schedule an outside help due to regulations. I would like real help in this building because we just living in an uninformative living space at this point and that is scary.
