Maintenance never helps

I can never get maintenance issue handled in a timely manner, or correctly I had to call a leak under my sink in 5 times before they sent a real plumber to actually find the real issue, after the first time the repair didn't work, shouldn't it be obvious the same repair won't work? Now my disposal won't work and my dishwasher can't drain and is now leaking all over my kitchen and they still won't send a plumber out, because my kitchen isn't flooded, yet.
