Management unresponsive to heat problem

I have requested that my heat problem in my apartment be fixed at least 5 times. Henderson diagnosed the problem; the valve controlled by my thermostat is not working. My apartment is over 80 degrees and unlivable for my dog, so I have to pay to keep her elsewhere even though I'm being charged $40 per month. What can I do? My sinuses have been a major problem sleeping in the apartment. The only solution is to open a window, leaving my apartment unsecure.
