To qualify, the annual income for a one-person household cannot exceed $39,180 and the annual income for a two-person household cannot exceed $44,760 (income limits are subject to change per HUD Guidelines).  The head of household or co-head/spouse must be 18 years of age or older to apply.

Preferences will be given to:

  • Elderly families: defined as the head, spouse, co-head or sole member is 62 years of age or older);
  • Disabled families: defined as the head, spouse, co-head or sole member is a person with disabilities);
  • Homeless families: defined as an individual or family, who lacks a fixed, regular, and adequate nighttime residence and whose primary nighttime residence is a supervised publicly or privately -operated shelter designed to provide temporary living accommodations; OR an institution that provides a temporary residence for individuals intended to be institutionalized; OR a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings. Verification for this preference may include documentation provided by a homeless service organization.
  • VAWA: protects victims of domestic violence, sexual assault, dating violence and/or stalking, regardless of sex, gender identity, or sexual orientation.


An eligible applicant who qualifies for the most preference points will receive housing before any other applicant who is not so qualified. These preferences will apply to all units.
