One way to measure this change is by rent burden, which defines an affordable rent as one that takes 30% or less of a household\u2019s income. However, being able to comfortably afford an apartment is just part of the story. A broader way to understand the rental market is by looking at <strong>accessibility<\/strong>, since <strong>comparing incomes against the number of units that are affordable<\/strong> gives an entirely different picture of a rental market.<\/p>\n<p>The basic idea behind accessibility is fairly simple. It\u2019s\u00a0<strong>the percentage of all apartments in a market that one can afford with a given income<\/strong>. \u00a0A look at the cross-section of where the job market and the housing market intertwine reveals <strong>what the rental market has to offer<\/strong> and <strong>for how much<\/strong>, and most importantly, <strong>how much of it can renters afford<\/strong>.<\/p>\n<h2>The highest accessibility rates are shaped by solid incomes rather than cheap rents<\/h2>\n<p>As a general trend,\u00a0<a href=\"https:\/\/www.rentcafe.com\/blog\/rental-market\/market-snapshots\/change-renter-vs-owner-population-2006-2016\/\">renting has become far more popular<\/a>\u00a0over the past decade or so in the U.S. Of course, the housing crisis is always a convenient explanation for the increased number of renter households, as renting was the only way out for many. There is however more than one factor at play.<\/p>\n<p>According to ACS one-year estimates, the nationwide\u00a0<strong>median gross rent<\/strong>\u00a0has seen a\u00a0<strong>16%<\/strong>\u00a0increase from 2011 to 2017 but at the same time the\u00a0<strong>median income<\/strong>\u00a0for renter households has grown by no less than\u00a0<strong>26%<\/strong>. (Check out the\u00a0<a href=\"https:\/\/www.rentcafe.com\/blog\/rental-market\/renters-median-income-accessibility-of-rental-stock\/#table\">interactive table at the end of the article<\/a>\u00a0to see the data broken down for the 50 largest cities.) As a result,<strong> the median renter income now grants burden-free access to 49% of the total U.S. rental stock<\/strong>\u00a0\u2013 up 11 percentage points from the 2011 share of just 38%. The millennial generation is also highly motivated to\u00a0<a href=\"https:\/\/www.rentcafe.com\/blog\/apartmentliving\/lifestyle-apartmentliving\/u-s-zip-codes-that-are-millennial-strongholds\/\">live in urban areas close to job opportunities<\/a>, which adds massively to the popularity of renting. Couple that with the modest rents of a secondary housing market and you have the recipe for\u00a0<strong>the apartment market with the highest rate of accessibility<\/strong>. Renters earning a median income can choose from a staggering\u00a0<strong>71%<\/strong>\u00a0of all\u00a0<a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/raleigh-nc\/\">apartments in\u00a0<strong>Raleigh, NC<\/strong><\/a>. Incomes here have\u00a0risen far beyond their 2011 level \u2013 renters now earn 44% more, while rents have only increased by 29%, in part due to supply-side increases via robust development activity in the city\u2019s multifamily market.<\/p>\n<p>The median income in\u00a0<a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/san-francisco-ca\/\"><strong>San Francisco, CA<\/strong><\/a> also allows renters to choose from as much as\u00a0<strong>68%\u00a0<\/strong>of the inventory.\u00a0How? First of all,\u00a0<strong>the median renter household income clocks in at $92,123, almost 2.4x the national level<\/strong>. The favorable labor market conditions have of course affected this figure directly, but as an indirect effect they have also pushed the median home price to $1.5M. This makes renting the only way to go for many \u2013 even for those with paychecks that most homeowners elsewhere in the country only dream about. With the barrier to entry at a dizzying height, some 65% of the city\u2019s population now lives in rental homes and <a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/san-francisco-ca\/\" target=\"_blank\" rel=\"noopener\">San Francisco<\/a> has become a city of\u00a0<strong>wealthy renters<\/strong>. As\u00a0<a href=\"https:\/\/www.rentcafe.com\/blog\/apartmentliving\/luxury-apartments\/1-2-million-more-wealthy-renters-in-10-years\/\" target=\"_blank\" rel=\"external noopener noreferrer\" data-wpel-link=\"external\">a previous RentCafe.com study<\/a>\u00a0revealed, households that earn upwards of $150,000 are more likely to choose renting over a mortgage, and sure enough, more than a quarter of all renter households fall into this income range.<br \/>\nAnother defining characteristic that makes a large share of the market accessible is that\u00a0<strong>60% or so of the stock is subject to rent control<\/strong>. This is also key to understanding why accessibility has increased at such a high rate. Although renters now take home 67% more money compared to 2011, rents have shown a relatively slow 30% increase over the same period \u2013\u00a0similar to that in Raleigh.<\/p>\n<p><a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/omaha-ne\/\"><strong>Omaha, NE<\/strong><\/a>, <a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/columbus-oh\/\"><strong>Columbus, OH<\/strong><\/a>, and <a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/oklahoma-city-ok\/\"><strong>Oklahoma City, OK<\/strong><\/a> took spots 3 through 5, respectively. Unlike in Raleigh and San Francisco, the median renter household income in these cities is comparable to the national level and the\u00a0high accessibility rates\u00a0are attributable to relatively cheap rents instead of remarkable salaries. In terms of growth, however, rents have been sluggish compared to incomes \u2013 up by only 21%, while renter incomes have seen a 39% uptick in six years \u2013 so the 6-year increases in accessibility have been driven by fast income growth in these cases too.<\/p>\n<p><a href=\"https:\/\/www.rentcafe.com\/blog\/wp-content\/uploads\/sites\/62\/2018\/10\/rental-housing-accessibility-top-10-most-accessible-markets-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-61900\" src=\"https:\/\/www.rentcafe.com\/blog\/wp-content\/uploads\/sites\/62\/2018\/10\/rental-housing-accessibility-top-10-most-accessible-markets-1.png\" alt=\"rental housing accessibility - top 10 most accessible markets\" width=\"900\" height=\"759\" srcset=\"https:\/\/www.rentcafe.com\/blog\/wp-content\/uploads\/sites\/62\/2018\/10\/rental-housing-accessibility-top-10-most-accessible-markets-1.png 900w, https:\/\/www.rentcafe.com\/blog\/wp-content\/uploads\/sites\/62\/2018\/10\/rental-housing-accessibility-top-10-most-accessible-markets-1.png?resize=500,422 500w, https:\/\/www.rentcafe.com\/blog\/wp-content\/uploads\/sites\/62\/2018\/10\/rental-housing-accessibility-top-10-most-accessible-markets-1.png?resize=768,648 768w, https:\/\/www.rentcafe.com\/blog\/wp-content\/uploads\/sites\/62\/2018\/10\/rental-housing-accessibility-top-10-most-accessible-markets-1.png?resize=150,127 150w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/a><\/p>\n<p>The least accessible rental markets in America\u2019s 50 most populous cities were <a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/new-orleans-la\/\"><strong>New Orleans, LA<\/strong><\/a>\u00a0and\u00a0<a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/philadelphia-pa\/\" target=\"_blank\" rel=\"noopener\"><strong>Philadelphia, PA<\/strong><\/a>\u00a0neck-and-neck with both cities offering just 16% of the stock to renter households on the median income looking for burden-free housing. More than half of these, 21 cities have seen the proportions of the income and the composition of the market improving by at least 10 percentage points.\u00a0<strong>Raleigh<\/strong>\u00a0and\u00a0<strong>San<\/strong>\u00a0<strong>Francisco<\/strong>\u00a0top this list as well, where the share of affordable stock has extended from the 2011 figure by 28 and 25 pp., respectively.\u00a0<strong>Columbus<\/strong>,\u00a0<strong>Jacksonville<\/strong>,\u00a0<strong>Omaha<\/strong>,\u00a0<strong>Portland<\/strong>\u00a0and\u00a0<a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/minneapolis-mn\/\" target=\"_blank\" rel=\"noopener\"><strong>Minneapolis<\/strong><\/a>\u00a0have also seen increases of 20 pp. or more in six years. Although\u00a0<strong>Oklahoma City<\/strong>\u00a0registered a more modest, 13-pp. shift, it\u2019s still impressive considering the already high starting point of 45% in 2011. Looking solely at the magnitude of change,\u00a0<strong>Virginia<\/strong>\u00a0<strong>Beach<\/strong>\u00a0and\u00a0<strong>El<\/strong>\u00a0<strong>Paso<\/strong>\u00a0seem to be the hardest-hit, where the pool of choices has shrunk by 14 p.p and 9 p.p, respectively. However, the situation is much more daunting in\u00a0<strong>Philadelphia<\/strong>\u00a0and\u00a0<strong>New<\/strong>\u00a0<strong>Orleans<\/strong>. In these two cities, renters had very few options to begin with. Both Philly\u2019s initial 22% and the already critically low 17% of New Orleans have now reached 16%.<\/p>\n<p><a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/dallas-tx\/\" target=\"_blank\" rel=\"noopener\"><strong>Dallas<\/strong><\/a>\u00a0is the only city out of the 50 most populous where the share of apartments accessible burden-free for a renter household earning the median income has remained the same from 2011 to 2017, at 51%.<\/p>\n<p><strong>The table below shows the top 10 cities by improvement in rental housing accessibility between 2011 and 2017.
