That said, several U.S. metros have experienced rapid growth in the construction of affordable apartments for renters in the past five years, with San Antonio leading the pack: The metro saw a 223% increase in completed apartments from the previous period, adding more than 9,000 new units between 2020 and 2024.<\/p>\n<p>Phoenix followed with a 206% surge, while <a href=\"https:\/\/www.rentcafe.com\/apartments-for-rent\/charlotte-nc\/\">Charlotte, NC<\/a>\u2019s affordable housing output grew by 191%. This analysis covers 146 markets. All data is subject to change.<\/em><\/p>\n<p>For this report, \u201cfully affordable\u201d refers to residential buildings in which all units are income-restricted. <span data-teams=\"true\">Meaning, for each unit designated as affordable, rent does not exceed 30% of the income limit tied to the applicable Area Median Income (AMI), such as<\/span><span data-teams=\"true\">:<\/span><\/p>\n<ul>\n<li><i>30% AMI \u2013 extremely low income<\/i><\/li>\n<li><i>50% AMI \u2013 very low income<\/i><\/li>\n<li><i>60% AMI \u2013 LIHTC typical level<\/i><\/li>\n<li><i>80% AMI \u2013 moderate income<\/i><\/li>\n<\/ul>\n<p>etc.<\/p>\n<p>These buildings are typically operated by local housing authorities or nonprofit organizations and are designed to provide long-term affordability.<\/p>\n<p>We excluded partially affordable developments \u2014 properties that include a mix of income-restricted and market-rate units in the same complex.
