The landlord picks and chooses when to enforce rules. Some people blatantly ignore the rules and don't get punished, even when it is brought to attention.

The price and location are by far the redeeming factors. The staff don't care about people breaking the rules (especially smoking). Maintenance is low-quality and the staff also do nothing to make renting from Halladay Apts anything special.
