Happy and sad

I was in 703 I had a lot of plumbing problems when I was there so I move for job not for apartment also water leaks now I have this 292.00 bill I have to pay half is is for water. I would appreciate kindly if you could help me as you see I’m taking care of my grdaughter and single thank u .Thank you so much
