Declining Neighborhood

I've lived in this community for 16 years. It was a neighborhood of professionals and retirees (there is no playground or pool, which recommended it to me). Unfortunately, it has been a neighborhood in decline of late. People are crowding into the apartments bringing multiple cars and living their lives in the parking lots at all hours, having domestic disputes, smoking (despite this being a nonsmoking property), playing loud music, etc.
