Bad Pet Owner Problems

It's OBVIOUSLY NOT made clear to people when they move in that they're RESPONSIBLE for using 1 of the 7 Poop-A-Scope stations to pick-up after their pets. So the lazy pet owners love this place, as there are NO CONSEQUENCES for letting your pet poop in front of your apartment with IMPUNITY!!! Solution: Charge Everyone $100 per DOG and pay a service to do it, as it will keep the dog-run and community free of poop / lazy useless neighbors that will be turned off by the fee. The maintenance guy is awesome, but the bad tenants are making it impossible for any one person to be able to stay on top of it all. Good riddance to the neighbors that make "Harlow Luxury Apartments", more like Harlow Ghetto Apartments.
