Elevator needs to be fixed much sooner

I've complained about my neighbors across the hall numerous times due to their domestic fights being so loud. At first nicky did a wonderful job giving them warnings etc. That seems to have ended. The elevator being broke this last time was unexcusable. Those of us with dissabilities couldn't get groceries or bring out garbage and can barely make it up and down the steps. That can't ever happen again.
