A current state of things...

The building & apartments all have mostly older appliances & Amenities. Due to the age of the appliances & the amount of use by residents (Laundry machines, for example), most do not work. Due to the number of apartments, parking is challenging if you do not have a garage. The complex is also busy/loud due to the amount of tenants. If you can get around all of that, then this place is okay to live at.

Noise is the biggest problem

The main sources of disruptive noise comes from teenagers roughhousing, running, and loitering in the hallways while using excessive profanity. The biggest single source of noise comes from people with car stereos that sound like earthquakes. Both of these must be stopped. A memo specifically addressing noise should go out (black ink on neon yellow paper for maximum effect and memorability).
