Reasonable rent, difficult to resolve issues

I love my apartment, but since moving in we have had difficulty getting issues resolved. For example, the windows don't open and/or get stuck open due to age. There have been no attempts to resolve the issue despite multiple complaints. I am sure, to some degree, it is a fire hazard that we cannot open our windows. Very understaffed in the maintenance department
