Clean Stairs To Upstairs Apts Correctly Or Paint Them

Lived here 29 years, I take care of my apt, but the stairs need painting or remove the stuck on gum and clean in front of apt doors to the upstairs apts, it's filthy, when cleaning the stairs they stopped cleaning the upstairs platform years ago so get back to it please. They got lazy, and don't want to move the door mats, now it's filthy. Thank you, MH
