Decent place, noisy neighbors

Overall I've been happy living here for a number of years. Alot of aesthetic improvements have been made during that time. Some of my neighbors are noisy and obnoxious and do things like leave their stinky trash bin on the shared porch, or their gross cigarette butts on the stairs. On occasion people have disputes that bring the police. There are drug addicts who roam the place looking for things to steal. But this might be things all apartment complexes deal with. The office changes staff so often I can't keep track, but they all seem to do their jobs the same. I have never had any trouble with maintenance - things always get fixed in a reasonable time. I do think it is unfair to have the tenants pay half of the water when so much of it gets wasted on outside leaks and refilling the pool that not everyone uses, etc. Since Target moved, the location is not quite as convenient (for someone without a car), but Sprouts is still fairly close so it's still good enough for me. I think if the rent was a bit lower, and all the utilities were still free, I'd have no reason to complain.
