High rent but no inside apartment upgrade

My rent is getting higher but they dont wanna clean carpet replace things we got promised so many different things and all we see is the outside and the office getting fixed what about our closet doors not on track or mitch match appliances or no door over the washer and dryer where is all the extra money we paying? Where is it going? Because its not going in our apartment the owner care more about the outside and the office but not the inside of the apartment. Than my rent is just as much as i get paid and the owner did not care he still went up on the rent
